Any government that harbors such terrorists should be overthrown, even if it requires the commitment of American troops.

The Protocol exempts 80% of the world, including major population centers such as China and India, from compliance, and would cause serious harm to the US economy.

The Reserve should be used in cases of national emergency only. Furthermore, why did Clinton announce this decision so close to the election?

I will govern as a sensible, pragmatic conservative and pass reforms that are broadly acceptable to the American people.
